The Consumers International IPi Watch LIst for 2009 surveyed 16 countries worldwide to determine the extent to which their IP regimes, focussing specifically on copyrighti law and enforcement, support or harm the interests of consumers. The results of that survey are presented here in the form of 16 country reports.

This is alphabetically ordered right?

I don't think Argentina can be first in any list.

Unless it's a list about corruption or something related to the dark side.

Right. The ranking order is found on the previous page. Argentina's result was, indeed, not very good.
